79.河北张北县华北物流中心项目
一、项目内容和规模
该项目拟在华北牲畜交易市场周边规划占地133公顷，建设5万平方米、年货物吞吐量为100万吨、仓储能力为15万立方米、年配送货物800万吨的大型物流货运配送中心。以华北牲畜交易市场为依托，分区建设活羊交易市场、农副产品交易市场以及物流配送中心，打造集牲畜交易、农副产品、生产资料、副食百货等一体的华北物流中心。建设周期5年。
二、投资估算及资金来源
项目总投资1.4亿美元，拟全部引资。
三、市场分析
张北区位条件优越，商贸物流繁荣。张北北依内蒙、南临京津，闻名世界的“北方丝绸之路”张(张家口)库（库仑）商道贯穿县境。县城距北京225公里，距张家口市和京包铁路线45公里。207国道、张化、张沽等六条国省干线和张石高速公路于此聚集辐射，构成了以县城为枢纽、北连南接的交通运输网络，区位交通便捷。从目前市场及其发展趋势看，张北县投资环境良好，市场需求旺盛，社会效益稳定，基础设施完备，适宜该项目的规模建设。

张北是畜产品重点产区和集散地，是极具影响力的区域商贸中心，县域内具有全国规模最大的牲畜交易中心——华北牲畜交易市场，物产丰富，资源优势超群。同时，张北是理想的“绿色食品”基地，以甜菜、脱毒马铃薯、错季蔬菜、杂豆、亚麻、裸燕麦等特色农产品为依托，围绕比较优势的农副产品、牛羊肉产品等资源，具备建设物流中心的基本条件。

79.Northern China Logistics Centre Project in Zhangbei County of Hebei Province
I. Project Briefing and Scale
Around the Northern China Livestock Trading Market, the project is planned to build a large logistics, freight and distribution centre with a planned area of 133 hectares, a construction area of 50,000 m², an annual cargo handling capacity of 1 million tons, a storage capacity of 150,000 cubic meters and an annual distribution volume of 8 million tons. Relying on the Northern China Livestock Trading Market, the project will consist of a live sheep trading market, an agricultural and sideline products trading market and a logistics distribution centre in different areas, to create a logistics centre in north China integrating livestock trading, agricultural and sideline products, production materials, non-staple foods and groceries. The construction period is 5 years.
II. Total Investment & Expected Foreign Capital
The total estimated investment of the project is USD 140 million, and all investment is expected to be the foreign capital.
III. Market analysis
Zhangbei boasts a superior location and prosperous trade logistics. Zhangbei is close to Inner Mongolia in the north and Beijing and Tianjin in the south, with the Zhangjiakou-Kulun trade route of the world-renowned “Northern Silk Road” crossing the county. The county is 225 km away from Beijing, and 45 km away from Zhangjiakou and Beijing-Baotou Railway. With six national and provincial trunk lines (such as, No. 207 National Highway, Zhanghua Expressway and Zhangjiakou-Guhuai Expressway) and Zhangjiakou – Shijiazhuang Expressway intersecting here, a transport network with the county as the hub and connecting the north and the south has taken shape to provide convenient transport accessibility. Based on the market status quo and its development trend, Zhangbei County has good investment environment, strong market demand, stable social benefits and full-fledged infrastructure and is suitable for the large-scale construction of the project.
