77.河北秦皇岛经济经开区服务外包及培训基地项目
一、项目内容和规模
建设国家级国际服务外包业务交付、人才培养与研发基地、IT-BPO产业交付中心、人才认证与培训基地、国际合作研发基地、国际领先教育科技云计算应用基地和国家部委授权的外包人才培养认证示范基地。总建筑面积15000平方米。ITO业务，第一年达到100人（开发人员30%，测试人员70%），第二年增加100人（开发人员50%，测试人员50%），第三年增加100-300人。BPO业务，第一年完成300坐席建设，包括100席外包服务、100席培训服务、100席系统租赁服务;第二年扩容350席次;第三年扩容至1050席次服务。

项目总投资9829万美元，拟全部利用外资。
三、市场分析
2011到2016年我国外包市场规模已呈现出翻倍的成长，年增长幅度达到5.84%，到2019年有望达到3032亿美元。“服务外包+”逐步构建出新型的农业、制造业、现代服务生产体系，实现传统产业的信息化、数据化、智能化与服务化。2018年将有更多的传统工业城市或加工贸易城市开展制造业服务剥离工作，释放出的制造业服务外包具有显著的技术溢出效应和绿色产业特性，有助于我国传统产业创新能力的提升，缓解节能减排压力，助推“中国制造2025”。
四、建设条件
项目选址在秦皇岛经济技术开发区西区数据产业基地。秦皇岛数据产业基地总规划用地面积8.07平方公里，园区主要分为综合服务区、配套服务区、数据中心及数据采集处理区、滨河创意软件园、配套产业区、商务办公区、配套居住区等七大功能分区。截至目前，园区的水、电、热等市政设施已配套到位，起步区已具备开发条件。已有光彩服务、中程在线、时代网盟、量子数据、西达科技等几十个项目经落户园中。特别是惠普、IBM、中科院计算所的加盟，为数据产业发展提供了强大人才、技术支撑，有效提升了秦皇岛数据产业基地的知名度和影响力。数谷大厦已投入使用，是数谷产业园区的地标性建筑，承载了数据园区的行政服务中心职能，为入驻园区的企业提供了高标准现代化办公场所。
五、经济效益分析：项目建成后，可实现年销售收入9537-12862万美元，年均实现税收790-1065万美元。直接就业3850人，培训5万人次，测评10万人次。

77.Project of Base of Service Outsourcing and Training in Qinhuangdao Economic Development Zone, Hebei
I. Project Briefing and Scale
The project plans to build a national level base of international service outsourcing delivery, talent training and R & D, a IT-BPO industry delivery centre, a base of talent certification and training, a base of international cooperation and R & D, a cloud computing application base of international leading educational technology and outsourcing talent training and a certification demonstration base authorized by national ministries and commissions.
Regarding to ITO business, there will be 100 people in the first year (30% of developers, 70% of testers), 100 people in the second year (50% of developers, 50% of testers), and 100-300 people in the third year. About BPO business, there will be 300 services completed in the first year, including 100 outsourcing services, 100 training services, 100 system leasing services; 350 services in the second year; 1050 services in the third year.

The total estimated investment of the project is USD 98.29 million, and all investment is expected to be the foreign capital.
III. Market Analysis
From 2011 to 2016, the scale of China's outsourcing market has doubled, with an annual growth rate of 5.84%, and is expected to reach USD 303.2 billion by 2019. A new type of agricultural, manufacturing and modern service production system will be built according to “Service outsourcing +”, which will realize the informatization, data, intelligence and service of traditional industries. In 2018, there will be more services in manufacturing spun off in traditional industrial cities or processing trade cities. The released manufacturing service outsourcing has significant technology spill over effect and green industry characteristics, which is conducive to the improvement of innovation capacity of traditional industries in China, easing the pressure of energy conservation and emission reduction, and boosting "made in China 2025".
IV. Opportunities & Favorable Conditions
The project is located in the data industry base in the west of Qinhuangdao Economic Development Zone. Qinhuangdao data industry base covers an area of 8.07 square kilometers which is divided into seven main functional areas: comprehensive service area, supporting service area, data centre and data collection and processing area, Binhe creative software park, supporting industry area, business office area, supporting residential area, etc. Water, electricity, heat and other municipal facilities in the park have been completed so far, and the starting area is ready for development. Dozens of projects have been settled in the park, such as Guangcai Service, Zhongcheng Zaixian, Shidai Network Alliance, Quantum Data, Xida Technology, etc. In particular, the joining of HP, IBM and the Computing Institute of the Chinese Academy of Sciences has provided strong talents and technical support for the development of the data industry, effectively improving the popularity and influence of Qinhuangdao data industry base. Shugu building has been put into use, which is the landmark building of Shugu Industrial Park, carrying the function of administrative service centre of the data park, and providing modern offices with high standard for enterprises settled in the park.
V. Evaluation of Economic Benefit
After the completion of the project, the annual sales revenue will be USD95.37-128.62 million, and the annual tax will be USD 7.90-10.65 million. 3850 people will be directly employed, 50000 people will be trained, and 100000 people will be assessed.
